Description of problem:
1. The API-VIP owned by master-0
2. Reboot master-0
3. API-VIP move to master-1 
4. And ~0.5 second later, it moves to master-2 



Expected results:
VIP should move only once in that case
 

Additional info:
VIP moved from master-1 to master-2 because of the following:

Wed Aug 19 13:08:32 2020: (ostest_API) Master received advert from 192.168.111.22 with same priority 90 but higher IP address than ours
