Description of problem:

When logging in with "GNOME on Xorg" selected, the login appears to succeed, but there are many errors in the journal of failed services, and some applications, e.g. GNOME Terminal, fail to launch

mutter-3.37.90-1.fc33.x86_64
xorg-x11-server-Xorg-1.20.8-3.fc33.x86_64

How reproducible:
Always


Steps to Reproduce:
1. At the login screen, choose GNOME on Xorg
2.

Actual results:

services fail, apps don't launch

Expected results:

services shouldn't fail, apps should launch


Additional info:

Problem doesn't happen with GNOME on Wayland

journalctl for this boot

both --system and --user have debug logging set; gdm debug logging is set.

Everything prior to this, is boot+startup+wait at login screen
[  142.248362] localhost.localdomain systemd-resolved[596]: Freeing transaction 53433.

Then login with GNOME on Xorg
