Description of problem:

As soon as the package is included in RDO, we need the collectd-libpod-stats plugin package to be included.

The collectd-libpod-stats plugin provides stats such as CPU and memory usage of containers running on the hosts. This is necessary to allow STF dashboards to provide panels showing resource usage of openstack services

verified. plugin loaded and metrics received in Prometheus
