Description of problem:

OSK does not disappear sometimes by clicking [v] key (screenkeyboard3.MOV).
Even if the [v] key works, not whole OSK disappears, part of OSK still
remains on the screen (screenkeyboard2.JPG , screenkeyboard1.MOV ).

Customer is using a DMC USB Touch display and a Dell SmartCard Reader Keyboard. This issue happens no matter the physical keyboard attached or not.

Yes. 2 bugs raised from the same customer. But I do not think it is the same issue.
In 1833787 customer complained he can not disable the OSK, but in this bug customer complained after click the [v] key, sometimes OSK does not disappear and even if the OSK disappear, a part of the keyboard still remains on the screen. The image and video attached to the case should provide you a better understanding.
And to some extent if the OSK can be disabled completely, this could be a workaround of this bug, because customer will not have to face this issue until he enable the OSK.

I thoroughly tested gnome-shell-3.32.2-27.el8.x86_64.rpm to look for any issues with the OSK. I did not find any usability issues like those outlined in this bug. I used a touchscreen machine running latest RHEL 8.4.0 and tested both Wayland sessions and X11 sessions. 

Lili, could you give the related package to your customer and have them test for posterity?
