Description of problem:
scrot will not install - nothing provides libgiblib

Steps to Reproduce:
1. sudo dnf install scrot

Actual results:
@ ✘ $ sudo dnf install scrot
Last metadata expiration check: 1:12:20 ago on Mon 24 Aug 2020 03:22:48 PM CDT.
Error:
 Problem: conflicting requests
  - nothing provides libgiblib.so.1()(64bit) needed by scrot-0.8-21.fc31.x86_64
(try to add '--skip-broken' to skip uninstallable packages)


Expected results:
It should install

Additional info:

I downloaded this:

wget https://download-ib01.fedoraproject.org/pub/fedora/linux/releases/30/Everything/x86_64/os/Packages/g/giblib-1.2.4-28.fc28.x86_64.rpm

After installing lib-1.2.4-28.fc28, scrot will install.

giblib should be in both the Fedora 31 and 32 repositorires.
