Description of problem:
Go to Home-> Search page, search resource "Alertmanager" and "Console", and search by name: ddd. There are "Clear all filters" for each resource, click on them, have no response.

Always

Steps to Reproduce:
1.Go to Home-> Search page, search resource "Alertmanager" and "Console", and search by name: ddd. 
2.There are "Clear all filters" for each resource, click on them.
3.

Actual results:
2. Clicking on those "Clear all filters" gets no response.

Expected results:
2. Should take effect, or should not show those "Clear all filters".

This bug is also fixed by https://github.com/openshift/console/pull/6381 as it fixes the issue where the toolbar is being output, but shouldn't be, hence the clear filters showing up when they shouldn't.
