Describe the issue: 
It is possible the uninstall process does not remove all resources especially with UPI.

Suggestions for improvement:

After uninstallation, please check your cloud provider for any resources not removed properly especially with User Provisioned Infrastructure clusters as there may be resources not created by the installer or the installer doesn't have access to (like IAM in shared vpc host projects and unused health checks).
