Description of problem: HTML5 VM console option is unavailable for read only user. Version-Release number of selected component (if applicable): cfme-5.11.7 How reproducible: Always Steps to Reproduce: 1. Add OpenStack cloud provider having an instance running. 2. Create a custom role with the following roles enabled only: - Compute -> Cloud -> Instances -> Accordions -> Instances by Provider - Under 'All VM and Instance Access Rules' -> 'VM Access Rules' -> Operate - Select 'Console using HTML5, Console using VMRC and Cockpit console' 3. Assign this role to a user 4. To access VM console from Ops UI. Actual results: No option available for 'VM Console' Expected results: HTML5 VM console option should be available to access OpenStack instance. Additional info: Web Console option is available but it requires cockpit pre-configured on the VM.
