An improvement for testing and customization, moving all the
files we need to install in the ipa-ramdisk to a file and having
dnf read its content.
This allows exotic compositions of sources, like urls and local dirs,
without having to touch the Dockerfile.

Older build - http://download.eng.bos.redhat.com/brewroot/packages/ironic-ipa-downloader-container/v4.6.0/202008290042.p0/data/logs/x86_64-build.log
I compared older build with a recent one, the same packages was installed in both.

Since the problem described in this bug report should be
resolved in a recent advisory, it has been closed with a
resolution of ERRATA.
