Description of problem:

We would like to make tripleo-ipa the default tls-e option for DCN (storage at edge or not).

The RFE is meant to confirm that DCN without storage @ edge + triple-ipa works as expected.

This was tested on 16.1, the only problem was reported as:
https://bugzilla.redhat.com/show_bug.cgi?id=1866562

That has impact on compute replacement and scale down day2 operations.
