We'd like to pass a custom list of packages to install in the image during build time.

Hi, can you explain more widely the steps to reproduce the bug?

Riccardo is on PTO, answering for him. There is no really bug to reproduce, it's a technical change related to how images are built. Furthermore, it's targeting development environments, not the final product. Given that, I'd suggest to close this bug as VERIFIED based on the fact that the code has indeed merged.
