Description of problem:

 
There have been a number of requests for OpenSCAP support in OpenStack, including :

- Adding the ability to do OpenSCAP scans
- Writing relevant OpenSCAP profiles

This is a tracker bug for this work, which we expect to flesh out in OSP17.
