Describe the issue: 

Using the mentioned python script to create the master ignition file fails as the latest 4.6 installer uses ignitions with v.3.1.0

Suggestions for improvement: 

Include an updated python script to avoid the UPI install blocker since the master machines will not get created.

That other BZ definitely requires a docs update; I'll open a PR and reference it. 

This looks to be a duplicate, yes. Any objections to closing it?

I am ok consolidating so long as we make sure to fix both issues (and the nuances of each bug).
