Description of problem:
GitOps dashboard doesn't load applications for a basic developer user.

Version-Release number of selected component (if applicable):

How reproducible: Always

Steps to Reproduce:
1.Go to `Application Stages` from navigation

Actual results:
The pages keeps loading.

Expected results:
The page should load applications that the user has access to.

Additional info:
GitOps operator should be installed and gitops pipeline should be bootstrapped in the cluster. User should be given access to proper gitops namespaces.
