Description of problem:

Currently the enabled_bios_interfaces in ironic.conf doesn't include redfish.  it should be added in order to manage the bios settings between HP and Dell.


enabled_bios_interfaces = idrac-wsman,no-bios

Plan is to add the patch to ironic-image this sprint.
