Description of problem:
nova boot supported --ephemeral argument more than once but openstack server boot doesn't support --ephemeral at all .  For instance, we can boot VMs with more than one --ephemeral argument at this time using "nova boot" but not with "openstack server create"

This was added in python-openstackclient 5.5.0 [1].
