Please can you include enough of ROCm to get a working OpenCL environment in Fedora? The rocm-runtime packaged in Fedora does not appear to install any files into /etc/OpenCL/ for the ICD.
I apologize if rocm-runtime is not the correct place for this. Maybe it needs another package to be added outside rocm-runtime such as rocm-opencl. ROCm appears to be the preferred way to have OpenCL support for recent AMD graphics cards, but functionality in Fedora appears to be incomplete. There are some howtos on how to use the AMD proprietary build of this driver packaged for CentOS 8 on Fedora 33, but that includes using various ugly hacks.

To update this, someone would need to package device-libs: https://release-monitoring.org/project/231448/ Mukund Sivaraman, did you make a ticket requesting OpenCL support? I could give a technical evaluation if it helps anyone wanting to volunteer to package. There was some discussion in the devel mailling list. This is what we need for OCL support: https://lists.fedoraproject.org/archives/list/devel@lists.fedoraproject.org/message/AQOJU6B2UBS73TKISGAFXNL7FPC62OPD/
Note that I have submitted this pull request: https://src.fedoraproject.org/rpms/rocm-runtime/pull-request/7 Which in turn requires this new package: https://bugzilla.redhat.com/show_bug.cgi?id=2044664
