Description of problem:

If create HelmChartRepository CR with url pointing to index which don't have access to, all helm charts are removed from view.

Version-Release number of selected component (if applicable):


How reproducible:


Steps to Reproduce:
1. Add CR for redhat charts repo : https://redhat-developer.github.io/redhat-helm-charts 
2. Notice helm charts in dev console
3. Add CR for chart repo which is unacceptable

Actual results:
No Helm charts are displayed

Expected results:
Helm charts from accessible helm repos are displayed

I was able to reproduce with 4.6.0-fc.5.
