speech-dispatcher is incompatible with python 3.9 and crashes on startup, which causes orca to not say anything. We need https://github.com/brailcom/speechd/pull/403

This bug is to request a freeze exception.

Proposed as a Freeze Exception for 33-beta by Fedora user catanzaro using the blocker tracking app because:

 Blind and vision-impaired users will be unable to install F33 beta unless this is fixed on the live images.
