Description Currently, users are not able to see the health checks page if the user has only view access to the namespace. Steps to Reproduce: 1. Login as a none admin user. 2. Go to the namespace for which the user has only view access. 4. navigate topology. You will not see the context menu to see the health checks. Actual results: The users with view access do not see the health checks options in the action menu and context menu of topology. Expected results: The users with view access should be able to see the health checks page. Reproducibility (Always/Intermittent/Only Once): Always
