Description of problem:
evictionStrategy=LiveMigrate is set today on all CNV VMs by default.
This is in order to meet user expectations on VMs.
We need to provide a way to opt-out of this behaviour (i.e. to mitigate bugs bug 1860671)

1. Create a default VM use local storage or bridge bidning
2. Try to apply an MCO update

Expected results:
Bug 1860671, then user changes evictionStrategy, then system can reconcile

Dropping the hard dependecy on depending bug, after all there is also a mitigation on the virt side.

This is not a 4.6 blocker, moving to 4.7 to not to block the release

verified on master ui, uncheck the LiveMigrate box on details page opts out the evictionStrategy=LiveMigrate.
