Description of problem:
We're deploying a cloud with the manual config-download procedure [a].

After this, we want to add cells based on this doc [b] but /var/lib/mistral/overcloud isn't populated.

I believe that copying the content of ~/config-download to /var/lib/mistral/overcloud would work, but that should be either documented, or addressed by code.

I'm not sure how this should be addressed so I'm opening this bug under tripleoclient for now.

another option is to have a --config-download-dir switch to "overcloud cell export" just like we have one for "overcloud export".
