Description of problem:
When using --includepkgs, all other packages should be excluded from that repository. This is not working in RHEL 8.

Targeting a repo with centos-release in it, while using --includepkgs to target a few packages (not centos-release), we still see centos-release get pulled in.


How reproducible:
Everytime

Steps to Reproduce:
1. use repo to add 3rd party repository and use --includepkgs syntax
2. do not include centos-release in the includepkgs option
3. minimal install only

Actual results:
centos-release gets installed

Expected results:
centos-release does not get installed as it's not in the includepkgs list.

pykickstart only defines the format and processing of the kickstart file, anaconda is the implementation, moving to anaconda.

I can confirm that this happens with no package group defined (ie. @core) and with the minimal install (@minimal-environment), but it does not happen with the base package group.

@base has 156 packages not included in @minimal-environment, the full list is included below in case it points to something interesting.

This problem will be fixed in RHEL-8.8 via bug 2014103. I'm marking this bug as a duplicate.
