The Cluster-dns-operator, the Router, and openshift/coreDNS need to use kube 1.19 dependencies in go.mod. 


The DNS operator and the router are on kube 1.18 deps, while openshift/coreDNS's kube deps are pinned to commits from 2019.

test with 4.6.0-0.nightly-2020-09-23-022756 and no regression issue found
