Description of problem:

The console turns blank while editing a secret which does not have a key and value.

Version-Release number of selected component (if applicable):

OpenShift v4.x

How reproducible:

100%

Steps to Reproduce:

1. Create a secret without a key and value using:

   $ oc create secret generic foo

2. Goto console and edit the secret.

3. The screen will turn blank

Actual results:

It shows nothing in the console - blank screen.

Expected results:

It should give an option to edit the secret.

Additional info:

It may be an issue with oc command. It should not allow creating a secret which does not have a key like web console secret creation does.

1. Create a secret without a key and value using:

   $ oc create secret generic foo

2. Goto console and edit the secret, save the changes. secret can be edited
3. check secret in CLI
# oc describe secret foo
Name:         foo
Namespace:    yapei44
Labels:       <none>
Annotations:  <none>

Type:  Opaque

Data
====
key1:  6 bytes
key2:  6 bytes

We can confirm that secret is updated successfully

Verified on 4.4.0-0.nightly-2020-09-26-200621
