Proposed as a Freeze Exception for 33-beta by Fedora user zbyszek using the blocker tracking app because: Version in F32 is higher, leading to dependency problem during upgrade.

The message from Fedora Blocker Bugs Application is a hint: we're in beta freeze. You don't need to do anything, this bug was filed to push the update as freeze exception.

I installed python-apsw on F33 and ran dnf system-upgrade, the transaction doesn't show any issue (but I didn't complete it). Can you please upload the full log?
'dnf system-upgrade' is fine. A "manual" upgrade with 'dnf upgrade --releasever' doesn't work. Dunno, if you say that this pattern is not supported, then let's just close this.
That's because "dnf system-upgrade" uses "dnf distrosync" internally, not "dnf upgrade".
