Can you please attach the full log from "dnf system-upgrade"? On a clean F32, I installed fedmsg and ran dnf system-upgrade, the transaction shows up just fine for me (I didn't complete it, though).
Yeah, I believe distro-sync or system-upgrade should handle this fine. only 'dnf update' would not.

Rejected as a freeze exception issue as it could be addressed with a 0-day update, and typical upgrade methods should work OK in any case.
