Description of problem:

 Problem 5: cannot install both python3-arrow-0.15.6-2.fc33.noarch and python3-arrow-0.14.6-3.fc32.noarch
  - package python3-fedmsg-1.1.2-1.fc32.noarch requires python3.8dist(arrow), but none of the providers can be installed
  - cannot install the best update candidate for package python3-arrow-0.14.6-3.fc32.noarch
  - problem with installed package python3-fedmsg-1.1.2-1.fc32.noarch

Proposed as a Freeze Exception for 33-beta by Fedora user zbyszek using the blocker tracking app because:

 Lower version of the package in F33 breaks upgrade from F32.

Can you please attach the full log from "dnf system-upgrade"? On a clean F32, I installed fedmsg and ran dnf system-upgrade, the transaction shows up just fine for me (I didn't complete it, though).

Yeah, I believe distro-sync or system-upgrade should handle this fine. only 'dnf update' would not.

Discussed at 2020-09-21 blocker review meeting: https://meetbot-raw.fedoraproject.org/fedora-blocker-review/2020-09-21/f33-blocker-review.2020-09-21-16.00.html . Rejected as a freeze exception issue as it could be addressed with a 0-day update, and typical upgrade methods should work OK in any case.
