This is still WIP, there's a lot of dep work that still needs to be run down for the new rabbitmq version.

For now if we can just untag the new rabbitmq-server package from the tag(s) for the container builds and use whatever was there previously, that would be fine.  It's going to take a while to sort everything out and there's no need to block everything else because of it.
