Description of problem:
When upgrading hosts from 8.2 to 8.3 enabled virt module needs to be changed and as per we already have this module enabling during host deploy it should be also working for upgrades.

How reproducible:
always

Steps to Reproduce:
1. install 4.4.3 (upgrade to it from 4.4.2)
2. add 8.2 host (or have it from 4.4.2)
3. try to upgrade the host

Actual results:
fail as virt:8.3 is not enabled

Expected results:
should reset and enable virt:8.3
