Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
satellite-installer --enable-foreman-plugin-remote-execution-cockpit is the reproducer
to workaround the issue I had to use --no-enable-foreman-plugin-remote-execution-cockpit

by the manual reproducer based on comment#6 and comment#14:
1) Prepare a VM with 1 CPU for Satellite installation
2) Install Satellite and enable cockpit feature
#satellite-installer --enable-foreman-plugin-remote-execution-cockpit

However the issue continues to occur, we encountered it twice:
- baremetal machine 24 CPUs, 16 GB RAM
- VM 4 CPUs, 16 GB RAM
So it looks like low RAM is also triggering the issue, recommended minimun is 20 GB so I don't expect this issue to occur in normal situation on supported setup
