Description of problem:
Charts on dashboard do not have legends. This makes it hard to tell which objects are represented. Legends should be added to match admin console dashboards. Screenie of Admin dashbaords attached.

Verified on `4.6.0-0.nightly-2020-09-27-075304` with latest UI changes
