Failed to build hexchat-autoaway because of following error message:

No matching package to install: 'hexchat-devel'

This happened in EPEL8, Fedora working fine otherwise.

Per https://lists.fedoraproject.org/archives/list/devel@lists.fedoraproject.org/message/4OMGU5X2W4IHXSEYYJDLRGZRVSE5KDAV/ the general ARM tracker should be used for both 32-bit and 64-bit ARM issues.
