The package name for the operator needed to be changed due to limitations in the current verification pipeline run by Red Hat on all operators. That pipeline requires that an operator always be delivered with the same component name. This constraint is not something we could workaround, so we had to change the 4.6 package name to be consistent with the 4.5 operator: local-storage-operator-metadata-container.
