Description of problem:

`go list -m all` in the repository github.com/openshift/image-registry doesn't work because of bitbucket.org/ww/goautoneg.

Steps to Reproduce:
1. checkout github.com/openshift/image-registry
2. run go list -m all

Actual results:

go list -m: reading https://api.bitbucket.org/2.0/repositories/ww/goautoneg?fields=scm: 404 Not Found

Expected results:

List of used modules

After run 'go list -m all' under image-registry repo, no 404 error returns.
