Description of problem:
A recent change began projected properties to the installplan resource. But the manifests for OCP were not correctly synced with the source manifests, meaning that on cluster the installplan is missing the require properties field.

Always

Steps to Reproduce:
1. Run OCP 4.6
2. Install any operator
3. Inspect installplan steps

Actual results:
No properties in the installplan steps

Expected results:
Properties in the installplan steps

Additional info:
There is a CI test to ensure the ocp manifests are kept in sync. The fact that the original PR merged without that test failing likely means there is a regression in the testing for manifests that needs to be addressed. For now, we just need to address the incorrect manifests themselves.
