Description of problem:
After `dnf upgrade`, PackageKit isn't informed so Gnome Shell still offers the "install pending software updates" checkbox on shutdown (which adds a reboot/install cycle that isn't needed because the update will fail when it sees the packages are already updated).

How reproducible:
Always (when updates are available)

Steps to Reproduce:
1. Install F33 beta or use an existing installation that is not up to date.
1a. You might want to reduce downloading by immediately updating most but not all packages, e.g. `dnf upgrade -x curl`.
2. Wait for the Software updates available notification.
3. sudo dnf upgrade
4. From Gnome Shell, Power Off.

Actual results:
The Power Off confirmation box offers (and by default selects) "Install pending software updates".

Expected results:
PackageKit should notice that the updates were installed.  Since no software updates are available any more, Gnome Shell should offer the normal Power Off confirmation for when no updates are available.

Additional info:
You can confirm that the problem is PackageKit not noticing the update (i.e. it's not Gnome Shell's fault) by running `pkcon get-updates` after step 3.  It will list the updates that dnf just installed.  Then run `pkcon refresh` and Gnome will once again offer the normal Power Off option.

In F32, this worked as expected: PackageKit noticed when dnf installed updates.

This message is a reminder that Fedora 33 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora 33 on 2021-11-30.
It is Fedora's policy to close all bug reports from releases that are no longer
maintained. At that time this bug will be closed as EOL if it remains open with a
Fedora 'version' of '33'.

plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version.

Although we aim to fix as many bugs as possible during every release's 
lifetime, sometimes those efforts are overtaken by events. Often a 
more recent Fedora release includes newer upstream software that fixes 
bugs or makes them obsolete.

Still applies in F37 too.

In the STR step 2, Gnome has significantly reduced the frequency of update notifications so you might want to manually open Gnome Software and click Download on the updates.
