Description of problem:
We should have a pc-q35-rhel8.4.0 machine type, and ensure that the existing machine types stay compatibile with 8.3.0

Note! Fixup pc_q35_machine_rhel820_options to call 
pc_q35_machine_rhel830_options  which I forgot to do last time (spotted by Laszlo)
as well as fixing up pc_q35_machine_rhel830_options to call 840_options
