The same issue noticed in the connectivity mode also.
There's a pretty serious (but easily reparable) error here. The disallowed monitor list is not reloaded into the election module when a monitor boots up or restarts, only when a new monmap is generated. Whoops! Patch in progress upstream.

Fixed in ceph-4.2-rhel-patches branch.
