Description of problem:

User story: "As a RHV admin, I need a clear information about of which versions of OpenShift Container Platform I can install and run on my RHV environment.

The current warnings and notes in the docs are confusing because the docs are for a specific version of OCP, and I can't tell if I'm looking at old information or current information. 

In contrast, the docs for installing OCP on OpenStack have done a good job of making this clear by linking from their prerequisites section to an article that declares which versions work with which versions."


Proposed solution:
- Create "Support Matrix for OpenShift Container Platform on Red Hat Virtualization" article.
- Link from OCP > RHV prerequisites in the OpenShift docs to this matrix.
- Update this article with each OCP and RHV release version.

Create a new row in the table for every unique combination (OCP version a + RVH version b)
Do not combine multiple versions in a single row ((OCP version a) + (RHV version b and c))
