Description of problem:
Links in VM with active/backup bond are not failing over properly.  When we down the active port in the guest, the traffic will simply not go out through the passive port.

How reproducible:
Always

Steps to Reproduce:
1. Create a VM with bond active/backup 
2. Ifdown the active port
3. 

Actual results:
Packets are not leaving to the outside world

Expected results:
This worked in rhosp13/ovs

This was fixed in FDP 21.B in errata RHBA-2021:0839-02
