RFR to add proxy settings to console.vv so that when the file is downloaded through cloudforms users can connect to the provider through a proxy when direct connections to the provider are blocked.

The customer has rased a point that not all users may need the setting and therefore would like the proxy setting to be tied to a user account on RHV

The RFE has been reviewed by the product team and declined due to the following reasons:
- This is not a common usecase
- Typically either a proxy is used/needed or direct connection is available. Even in a mixed scenario the proxy can be used for everyone.
