Description of problem:
Reports are not generated when accessing some Dashboards in Grafana Monitoring Portal if selected time range is less than or equal to "Last 1 hour".

Reports are available only for time range of "Last 3 hours" or above.

Always

Steps to Reproduce:
1. Login to "Monitoring Portal".
2. Click on "Home" -> "oVirt Trend Dashboards"
3. Select any one of the Dashboards.
4. From time range drop-down menu, select "Last 1 hour" or less.

Actual results:
Reports are unavailable with message "No data points".

Expected results:
Reports should be available for all time ranges.

Same behavior is observed for:-

- All Dashboards under "oVirt Service Level Dashboards".
- oVirt Inventory Dashboards -> Storage Domains Inventory Dashboard
- oVirt Executive Dashboards -> Executive Dashboard
