Description of problem:

This was originally logged as a DTUX bug https://issues.redhat.com/browse/DTUX-538.

Investigate sticky navigation in the Monitoring tab for Dashboard, Metrics, Events, Time Range and Refresh Interval so the 

As a user, I want to scroll through the Monitoring page and always have access to the top toolbar. 



Additional info:

Monitoring is surfaced in the dev console too so this is a cross ecosystem bug.

@Laura Would you mind opening a REF ticket in Jira (a Jira "Story" issue) for this, since it's more of a feature request?
