Description of problem:
In Thunderbird I have a range of local folders. In earlier TB versions, I was able to drag and drop local folders. This is not possible anymore.

How reproducible:


Steps to Reproduce:
1. Click on local folder
2. keep clicked, try to drag 
3.

Actual results:
no dragging symbol appears, no dragging/dropping action occurs.

Expected results:

Folder should be drag&droppable

I cannot reproduce it with 78.8.0. Do you still have the issue? If you do, attach Help/Troubleshooting information info to the bug and desktop environment you have.
