This bug was initially created as a copy of Bug #1624482


rbd_exclusive_cinder_pool should be enabled by default.
If enabled improves statistics collection for large numbers of RBD volumes.

Ideally this flag would be set to the ideal default value (True) in TripleO. However, in the meantime, it is a superior customer experience for the majority of customers if this configuration option is set in the project defaults.

We'll discuss changing the default upstream in the next PTG.

Verified on:
openstack-cinder-15.4.2-2.20210225045015.ecd2916.el8ost.1.noarch

Confirming by default rbd_exclusive_cinder_pool is now set to true. 

[root@controller-2 ~]# grep -irn rbd_exclusive_cinder_pool /var/lib/config-data/puppet-generated/cinder/etc/cinder/cinder.conf 
3158:#rbd_exclusive_cinder_pool = true
