Description of problem:
I ran Installation of 3 masters, and 2 disabled nodes. 
the issue is that the cluster events is full with error log messages printed every half minute during the entire installation and pre installation:
"Failed to register host: error creating host metadata: no condition passed to run transition RegisterHost from state disabled"

Note that this had no affect on the installation itself but on the event log and the log has many error log messages.

Steps to Reproduce:
1. boot 5 nodes
2. choose to disable 2 worker nodes
3. reboot all nodes, and wait for them to be in "known"
4. start installation

Actual results:
Event log has many error messages

Expected results:
Aggregate the messages
