Bootstrap-autoapprover pods not updating with latest image as part of upgrade 3.11

What happened?

bootstrap-autoapprover pod image is not getting updated to the desired minor version during upgrade.


What did you expect to happen?

If openshift_master_bootstrap_auto_approve=true is defined in the inventory the openshift-autoapprover image should be updated to the desired minor version after upgrade.

How to reproduce it (as minimally and precisely as possible)?
run minor upgrade
