Your build failed with:

No matching package to install: 'perl(IO::AIO) >= 3'

That means that perl-IO-AIO-4.72-1.el8 package was not in the build root repository when you attempted to build perl-AnyEven-IO. But that has changed:

$ koji wait-repo epel8-build --build perl-IO-AIO-4.72-1.el8
Successfully waited 0:01 for perl-IO-AIO-4.72-1.el8 to appear in the epel8-build repo

You should be able to build the package now.

I can install perl-IO-AIO, so I guess the ticket can be closed.

This bug is about perl-AnyEvent-AIO. Not about perl-IO-AIO. perl-AnyEvent-AIO has not yet been built for EPEL8 <https://koji.fedoraproject.org/koji/packageinfo?packageID=7278>.

This bug appears to have been reported against 'rawhide' during the Fedora 34 development cycle.
Changing version to 34.
