Description of problem:
Customer Support Exception requesting support for a Pacemaker cluster on OSP machines.  Similar to AWS and Azure cloud support with Pacemaker, customers are asking for support of HA crossing OSP cloud instances.

This needs to go through the exception rocess to be included in OSP 17 as it missed the Nov 25th date to be in POST/Modified
