Reported-on Version is less important for OCP bugs than the Target Release.  Bug 1891143 already targets 4.7.0, so no need for another bug that targets 4.7.0.  Once bug 1891143 is VERIFIED, we can cherry-pick back to 4.6, and the cherry-pick tooling will auto-create a 4.6.z-targeting bug, so no need for this one.
